Dubai’s official tourism guide identifies Kite Beach as a public beach, while Visit Dubai notes that Dubai has public beaches that are free to access throughout the year.
The long stretch of shoreline gives you plenty of room to find a viewing spot without needing to reserve a table or pay for a beach club. Food outlets and activities nearby are optional extras.

Emaar specifically highlights the area’s marina promenade and The Viewing Point, a 70-metre structure extending over Dubai Creek with open views towards Downtown Dubai.
The promenade is ideal for a relaxed evening walk, while The Viewing Point gives photographers a stronger angle over the water without requiring a paid observation-deck experience.

For a completely free experience, stick to the public walkway and enjoy the sea and skyline views. The restaurants, beach clubs, and paid activities around Palm Jumeirah are separate options and are not required simply to take in the sunset.
